Penn State faculty and staff using a softphone calling application on a desktop, laptop, or tablet.
Introduction
Location tracking capability is now required for those using a softphone, such as Cisco Jabber. The Federal Communications Commission (FCC) made a recent rule change to strengthen enhanced 911 service (also called E911) to ensure accurate location information.
Devices with cellular calling plans are not required to have MyE911, as the cellular network will automatically route emergency calls and will provide locations to responding agencies.
To comply with the new federal legislation and the Penn State General Counsel requirement, Penn State IT has selected the MyE911 application to work with softphone calling applications, such as Jabber, on desktops, laptops, or tablets. Furthermore, audits will be conducted to maintain compliance with the enhanced 911 service.

MyE911 is an application that tracks and validates your desktop/laptop/tablet’s current location. MyE911 routes 911 emergency calls made with softphones to the nearest Public Service Answering Point (PSAP) and will provide a physical address for emergency response.
This tracking software is not required for mobile phones or tablets with cellular calling plans.
Calls to 911 are automatically routed to a dispatcher with locations provided through the cellular network.
Important: MyE911 Safety Responsibilities for Softphone Application Users
The softphone user needs to be active in the setup and management of MyE911 for protection in the case of an emergency.
- The MyE911 application will remain installed on devices with softphone applications, such as Jabber, that do not also have cellular calling plans.
- The softphone users should add, remove, and update physical work locations in advance or when prompted by the MyE911 application.
- Physical locations will be used in case of an emergency dispatch and must be complete with the following:

- Location Name
- Street Number
- Street Name
- City
- State
- Zip code
- You must have an active Penn State telephone number issued through the University's VoIP telephone system.
- Your telephone number is set up with softphone calling capability, such as Jabber, you have the current softphone applications installed, and
your PSU ID is set up to make and receive calls on your device. - Your device must be running Microsoft Windows 7.1 SP1 or higher.
