The Negotiation Manager maintains a running log of all activities associated with the contractual award agreement.  It permits negotiators in the Central Processing Offices (CPO) to maintain an electronic record of negotiation activities.  The records that are available to you depend on your administrative unit.

The Negotiation Manager can be accessed from your entry screen (Welcome Page) at sims.psu.edu.  Under the Applications menu click on Negotiation Manager.

Negotiation Manager is a database of contractual actions, both financial and non-financial, processed by Central Processing Offices (CPO).

• For each log record that is created a Log number is automatically assigned.  A Log record may be associated with an OSP number.
• If the Log number is known, and the user has access to view it:
  • click the "Find" button (prior to fall 2025, "Go" button). 
  • Enter the log number, then click "OK"; specific log record will display.
• Quick Query  allows the user to search for a record using pieces of information.  Any combination of data can be search on.
  • Click on "Quick Query "
  • The system returns the Negotiation Quick Query window
  • When entering data into fields that allow text entry and contain a magnifying glass (ie sponsor, prime sponsor or Primary investigator), system will bring back like data for quick selection. (type ahead feature) 

The Contract Log Statement is a summary of the information recorded in the Negotiation Manager log record.

• Click the blue icon to the right of Log Number to view Log Statement summary.
