Fields

Fields that have special processing rules or behaviors are described in more detail in this section.  Not all fields are described.

Subrecipient

If the Sub Request is an "Amendment to Subaward/Subcontract" then the subrecipient indicated on the request to issue tab will be populated on the Subrecipient tab, and this field will be read-only.

For "Initial Subaward/Subcontract", the user will enter the Subrecipient on the Subrecipient Info tab.  To look up the subrecipient information, simply start typing in the name and the lookup dropdown will appear with suggestions based on the input.

Once you select a subrecipient you will need to fill out the rest of the fields on this screen.

 

UEI

A Unique Entity Identifier (UEI) field has been added to the “Subrecipient Info” tab and replaces the DUNS number. 

When the Subrecipient is validated on the Penn State Sub Request Form (PSRF), the UEI will automatically populate into the field and will be read-only if the UEI exists in the sponsor database.  If a UEI does not exists in the sponsor database, then the UEI field will be blank and the user can manually enter the identifier.

When viewing the Summary tab for a Penn State Sub Request Form (PSRF) that is Submitted to CPO or Acknowledged by CPO and a UEI is provided, the UEI will display.  If the UEI is blank, then the DUNS number is displayed.

When a PSRF containing a DUNS number is Returned by the Central Processing Office (CPO), the UEI field will become required.

Requesting a UEI Change

In the event a UEI is populated from the sponsor table that does not match the UEI the user wishes to enter on the screen, the new UEI request will need to be reviewed by OSP, and processed by ORIS.  Hovering over the (?) after UEI number and viewing the help text will provide a link to open a pre-populated email to facilitate this process.  The user should replace the text (please enter 12 digit identifier) with their requested UEI.

Foreign Based 

The foreign based flag is populated based on the sponsor selected.
