Policy: Network Installation & Maintenance

PURPOSE

This policy defines the role of Enterprise Networking and Communication Services (ENCS) in the installation and maintenance of local area networks and the responsibilities of customers that choose to utilize this service.

SCOPE

This policy impacts all networks installed or maintained by ENCS. 

POLICY
GENERAL:

ENCS can be involved design, purchase, installation, and maintenance of the LAN's physical components.

ENCS maintenance can be chosen for all qualified network components and closet patch cables installed by ENCS (Full Maintenance) or all qualified network components excluding the closet patch cables (Hub-Only Maintenance). ENCS maintenance may be mandatory if there are security risks or unworkable arrangements for access and control of the telecommunications room.

If ENCS designs and installs a network, ENCS will install all infrastructure wiring and network components. ENCS will not install the cables from the wall plate to the customer's computer (office drop cables).

REQUIREMENTS:

Only customer end user devices may be connected to a ENCS maintained network.  The extension of a ENCS maintained network by the customer attaching switches, routers, or other devices to extend the network is a violation of the maintenance agreement.

A customer can maintain their own firewall and have ENCS support the qualified LAN behind their firewall if the following criteria are met: 

  • The customer supports a ENCS specified rule set to allow ENCS to remotely access the LAN equipment behind the firewall.
  • The customer is the first point of contact to insure their firewall is functioning correctly if connectivity problems occur.
  • The customer contact is on-site if ENCS staff needs to be dispatched (including nights and weekends).
 
ENFORCEMENT

All changes to networks covered by ENCS Maintenance must be designed and implemented/installed by ENCS. If a network covered by ENCS Maintenance is modified by non-ENCS personnel without ENCS direction, the LAN will be in violation of the maintenance agreement.

 

The relocation of closet patch cables are maintained by ENCS (Full Maintenance) must be performed by ENCS personnel. The relocation request should be submitted to ENCS on a ENCS Service Request Form (TSR) and will be billed on a time and materials basis.

 

If closet patch cables on a network covered by Full Maintenance are relocated by non-ENCS personnel, the LAN will be in violation of the maintenance agreement.

LANs found to be in violation of the maintenance agreement will have two (2) weeks to be brought into accordance with the agreement by the removal of the customer's changes or by submitting a request for a ENCS re-certification design for the changes. Any troubles reported to ENCS for repair will be resolved on a time and materials basis until the customer's changes are removed or the LAN re-certified by ENCS.
