How to enter custom default rates
Select "Modify Rates from the "BUDGET EXPORER" menu bar.
Modify the rates as needed.
Selecting "Save Rates & Recalculate" will save the rates and recalculate all lines items using the custom rates.
Selecting "Save Rates" will save the rates and use the custom rates as default for all new line items.
